Core mandate
- To provide legal support to the Ministry in developing a legal framework for finance and economic sector and related subsectors through preparing economic and finance related laws and regulations;
- To Provide legal support in the management of recourse relating to tax payments.
Key functions
- Provide general legal administration and support services to the Ministry;
- Ensure the quality control of the various incoming and outgoing files of Minecofin of a legal nature;
- Draft, review and validate contracts and other agreements to which Minecofin is a party;
- Provide legal support in negotiating cooperation and financing agreements with multilateral and bilateral development partners to support public programs and projects;
- Lead the ratification process of financing agreements signed with development partners;
- Assist the Ministry’s Technical Departments and institutions affiliated to Minecofin in drafting laws, orders and regulations and monitoring the legislative process;
- Review and issue legal opinions on claims, appeals and various documents of a legal nature received by the Ministry;
- Liaise with External Counsel in the Management of Litigations/Claims.
