Goals

  • Maintain a stable macroeconomic environment with low inflation, moderate budget deficits, and sustainable public debt;

  • Mobilize internal and external resources (i.e., tax. On-tax, social security contributions, grants, loans, etc.)
  • Achieve the highest international standards in Public Finance Management (PFM) in order to ensure an accountable use of resources

Senior Management

Hon. Murangwa Yusuf

The Minister of Finance and Economic Planning

Mr Murangwa Yusuf is the Minister of Finance and Economic Planning. He is a professional statistician and operational researcher with over 20 years of experience in official statistics, development and national economic development. He holds a Master’s Degree in Applied Statistics and Operations Research from Cardiff University.

Until his appointment, he served as the Director General of the National Institute of Statistics of Rwanda since 2009. He also served as the Chairperson Board of Directors of Rwanda Revenue Authority and the Chairperson Board of Directors National Identification Agency.

He has contributed to statistics development both at regional and global levels in various capacities including as the Chair of the Board of PARIS21 (Partnership for Statistics Development in 21st Century) at OECD.

Ms. Mutesi Rusagara

Minister of State for Resource mobilization and Public Investment

Ms. Rusagara is the Minister of State for Resource Mobilization and Public Investments. Previously, she was the CEO of the Agaciro Development Fund, Rwanda’s sovereign wealth fund. Before this role, she was at the Rwanda Development Board, where she managed the innovation portfolio, which included structuring and implementing a government-backed venture capital fund and developing Kigali Innovation City, a pan-African technology park in Rwanda. Additionally, she worked with Deloitte Consulting in San Francisco, advising U.S. financial services companies on digital transformation, growth strategy, and divestitures. She has also worked in the President of Rwanda’s Strategy and Policy Unit and in the Bank of Kigali, Rwanda’s largest bank. She has served on a number of boards, including BK Group and the Rwanda Capital Markets Authority.

She holds a Master of Business Administration from Stanford University (USA) and a Bachelor of Business Science in Finance from the University of Cape Town (South Africa).

 

 

Mr. Godfrey Kabera

Minister of State for National Treasury

Mr. Godfrey Kabera is the Minister of State for National Treasury in the Ministry of Finance and Economic Planning. Previously he was the Head of the National Development Planning and Research department in the same institution, a position he has held since 2013. He has over 18 years’ experience in development and implementation of national strategies including Rwanda’s Revised Vision 2020 and Vision 2050. 

He also served on various board of directors as Chairperson of RwandAir and board member in Rwanda Social Security Board, Aviation Travel and Logistics (ATL) among others. He holds a Masters of Arts in Policy Economics from the Center for Development Economics, Williams College (USA) and a Bachelor of Business Administration in Accounting from the School of Finance and Banking (Rwanda).

Planning Analyst

Mr. CYUBAHIRO ELVIS is the best employee of the year 2024-2025 serves as the Planning Analyst responsible for the Economic Cluster within the National Development Planning and Research Department. He was honored as the Best Employee of the Year for 2024–2025.
