IFMIS Upgraded to Modern Platform, Strengthening Public Financial Management

The Ministry of Finance and Economic Planning (MINECOFIN) has successfully completed a major technological upgrade of Rwanda’s Integrated Financial Management Information System (IFMIS), modernising the digital backbone that supports government budgeting, expenditure control, payments, accounting, and financial reporting across public institutions.

The upgrade replaces ageing legacy components with state-of-the-art enterprise technologies, mitigating security and operational risks associated with systems that had reached the end of their support lifecycles. The new platform delivers enhanced performance, cybersecurity, reliability, and scalability, ensuring the continuity and integrity of government financial operations while strengthening the technical foundation for efficient public service delivery, transparent financial management, and timely reporting.

Beyond IFMIS, this initiative has produced a reusable modernisation blueprint and valuable implementation experience. MINECOFIN will apply these lessons to the progressive upgrading of other government systems, including the Schools Data Management System (SDMS) and the SACCO Core Banking System.

This milestone underscores the Government of Rwanda’s commitment to modernising public financial management infrastructure and building resilient digital systems that support national development priorities under Vision 2050.
