Mission:
Implementation of a modern, integrated electronic public procurement system to enhance transparency, efficiency, accountability, and value for money in public procurement.
Key outputs:
- Design, develop, implement, and maintain the UMUCYO e-Procurement system across all public procuring entities.
- Ensure that the e-Procurement system contributes to the achievement of national public procurement reforms and strategic objectives.
- Integrate the e-Procurement system with other government platforms, including IFMIS, the National e-Payment Gateway, Rwanda Revenue Authority (RRA), National Bank of Rwanda (BNR), and other relevant information systems.
- Automate the end-to-end public procurement lifecycle, including procurement planning, tender publication, bid submission, evaluation, contract award, contract management, and supplier performance monitoring.
- Facilitate real-time procurement reporting, monitoring, compliance tracking, and data-driven decision-making for oversight institutions.
- Ensure timely technical support, issue resolution, and effective operation of the UMUCYO helpdesk.
- Ensure that the e-Procurement platform complies with public procurement laws, regulations, cybersecurity requirements, and international best practices.
- Improve service delivery by promoting transparency, fair competition, accountability, and efficient management of public procurement processes.
- Provide government institutions, suppliers, and oversight bodies with a secure and reliable digital platform for procurement planning, execution, monitoring, analysis, and reporting.
